Office of Public Charter School Financing and Support
In 2000, Congress established the Office of Public Charter School Financing and Support (OPCSFS) which is funded by a federal payment through the DC Appropriations Act. The OPCSFS, in turn, has provided over 7,300 students with newly renovated facilities created as public charter schools.
DC public charter schools receive credit enhancements and direct loans through the DC Credit Enhancement Fund to facilitate the purchase, construction, renovation, and/or maintenance of facilities. Administered through the District's Office of the State Superintendent of Education (OSSE), the OPCSFS is responsible for three financing programs: a Credit Enhancement Program, a Direct Loan Program, and technical and financial assistance. To be eligible for participation in the program and/or eligible organizations and entities, the public charter school must have received its charter through the Board of Education or the DC Public Charter School Board. Also, a non profit corporation must provide appropriate certification to the Committee that it is duly authorized by two or more public charter schools in the District of Columbia to act of their behalf in obtaining financing.
